The Community Resilience Association of Rural Portugal aims to promote community resilience through the consolidation of a culture of prevention, practical capacity building and strengthening of autonomy, with special attention to populations in greater territorial vulnerability.

STRATEGIC ROADMAP

Horizon: 2026 – 2028/30

🔹 PHASE 0 — Conceptual Consolidation

1st Semester 2026

Objective: Finalize strategic architecture. - Current status: 100%

🔹 PHASE 1 — Institutional Formalization

2nd Semester 2026

Objective: To create an entity with a mature structure. This includes: association formation; administrative processes; visual identity; website; documentation; initial partners; and public presentation. - Current status: 95%

🔹 PHASE 2 — Operational Preparation of the Pilot Network for Community Resilience in Rural Portugal

Autumn/Winter 2026

Objective: To have everything ready before the first public action. Training of the Sentinels; training of the Guardians; production of manuals; procedures; protocols; institutional contacts; communications; radios; tests; internal drills - Current status: 45%

🌱 PHASE 3 — Implementation of the Pilot Network for Community Resilience in Rural Portugal

Spring 2027 (April/May/June)

Objective: Initial public actions (first senior training sessions , sentinel visits, data collection).

🔹 PHASE 4 — Consolidation and Validation / Proof of Concept

Summer – Autumn 2027

Objective: To transform the pilot network into a replicable model. To measure results, correct procedures, collect indicators, validate methodologies, and strengthen partnerships.

🔹 PHASE 5 — Sustained expansion across the national territory.

Three-year period 2028-2030
